The CFP Board uses the Modified Angoff method to establish the passing cutoff for each exam administration. Every question is evaluated by a panel of CFP professionals who estimate the percentage of minimally competent candidates who would answer correctly. You are competing against the standard of competency, not against other candidates in the testing window.
